The biggest highlight of this 'Reserve Forces Act' amendment is the **strengthening of protection for 'student reservists'**. Despite the law clearly stipulating that training periods must be guaranteed, there have been numerous cases of some schools imposing attendance disadvantages.

Article 15-2 (Administrative Fine) ① Faculty or staff members who, in violation of Article 10-2, unduly disadvantage a reserve forces member mobilized for or receiving training shall be subject to an **administrative fine of up to ₩5 million**.
This means that starting September 19, 2025, faculty or staff members who mark a student absent or treat them unfairly due to Reserve Forces training will be subject to a **maximum fine of ₩5 million**. While some rumors are circulating in online communities that "now if you don't attend reserve forces training, you only pay a fine instead of imprisonment," this is **only half true**.
If you fail to attend Reserve Forces training without a just cause, you can still face 'criminal penalties' as before, which include **imprisonment for up to 1 year or a fine of up to ₩10 million**. This amendment introduces a fine provision for 'faculty/staff' who unjustly treat 'student reservists', and it does not mean that penalties for non-attendance of reservists have been weakened.
